Definition
A controversial question within peace studies is whether positive peace requires that states' authority be subordinated to a world government . The creation of a world government has long been debated by scholars and pursued by activists; many plans have been drawn up, though none have yet succeeded. Some scholars believe progress is being made (through the UN) toward the eventual emergence of a world governemtn. Others think the idea is impractical or even undesirable because it would merely be adding another layer of centralized control, when peace demands decentralization and freedom. Right now, the United Nations is the closes thing to a world government that has ever existed, but it is not a world government because its members are sovereign states who have not empowered the UN to enforce their will within their territories except with the consent of their governments.
