Hon. Robert Gelbard:

Ambassador Gelbard is currently an international consultant engaged in a diverse range of projects and geographic areas with several multinational companies, including: oil pipeline development; tourism, airline and hotel development; financial negotiations; and political/economic analyses. Regions covered include Central and Eastern Europe, Latin America and Southeast Asia.  In 2002, he was Senior Vice President for International Affairs and Government Relations for ICN Pharmaceuticals, Inc.

Mr. Gelbard was United States Ambassador to Indonesia, 1999-2001; Special Representative of the President and Secretary of State for the Balkans, 1997-1999;  Assistant Secretary of State for International Narcotics and Law Enforcement Affairs, 1993-1997; Principal Deputy Assistant Secretary of State for Inter-American Affairs, 1991-1993; United States Ambassador to the Republic of Bolivia, 1988-1991; Deputy Assistant Secretary of State for South America, 1985-1988; Director, Office of Southern African Affairs,1984-1985; Deputy (and Acting) Director, Office of Western European Affairs, 1982-1984; First Secretary and Deputy Treasury Representative, American Embassy Paris, 1978-1982; Financial Economist, Office of European Regional Political-Economic Affairs,1976-1978; Financial Economist (and Acting Director), Office of Development Finance, 1973-1975; Principal Officer, American Consulate, Porto Alegre, Brazil, 1971-1972, Vice Consul 1970-1971, Porto Alegre, Brazil

Ambassador Gelbard has also served as Associate Director, Peace Corps, Republic of The Philippines, 1968-1970; Staff Assistant, Senior Seminar in Foreign Policy, 1967-1968; and as a Peace Corps Volunteer in Bolivia, 1964-1966.

He was educated at Colby College, A.B, History, 1964, Harvard University, M.P.A., Economics, 1979, and the Massachusetts Institute of Technology, courses in economics, 1976.  He has Honorary Degrees from Colby College, J.D., 2002, and from Villanova University Law School, J.D., 1998.

Ambassador Gelbard has received the Secretary’s Distinguished Service Award,2002, the Distinguished Public Service Award, United States Coast Guard, 1994, the Presidential Meritorious Award, 1989, the Superior Honor Award, Department of State, 1984, and the Meritorious Honor Award, Department of State, 1982.  He is also Condor of the Andes, Order of the Grand Cross (Bolivia), 1991,
Medalha do Gaucho, State Government of Rio Grande do Sul, Brazil, 1972, an
Honorary member, Florida Bar Association, International Section, 1998,
Distinguished Alumnus Award, Colby College, 1997.

He is a member of The American Academy of Diplomacy (member-elect),
World Affairs Council of Washington, D.C., and the American Foreign Service Association.

Ambassador Gelbard is fluent in Spanish and French, competent in Portuguese, and has some knowledge of Bahasa Indonesia and Quechua.
